RSVP+

RSVP+ North Dakota

RSVP+ is a federally and locally funded program that connects agencies with needs to volunteers with skills. Formerly known as RSVP, the + signifies the elimination of its age requirement, its service work across the river into Clay County and the adoption of a new mission statement.

Mission:
RSVP+ North Dakota invites individuals of all ages to enhance personal growth, develop leadership skills, and meet critical community needs through meaningful volunteer service opportunities.

Opportunities:
Many different opportunities are available.

Volunteers give of their own time to help make a difference in their communities. You can find RSVP+ volunteers in schools, medical facilities, thrift stores, food pantries, law enforcement centers, and non-profit agencies.

•Tutoring in the schools K-6th graders
•Assisting at local Care Centers (pushing wheelchairs to activities, friendly visiting, lunchroom assist, painting nails, rolling hair, calling BINGO).
•Local community events

Military Connection

Military Connection is a portal of "everything military" and one of the most comprehensive online military and veteran directories on the Internet with thousands of pages of resources and information. There is something for everyone. One of our areas of focus is connecting candidates from the military community seeking employment with outstanding civilian and government employers.

North Dakota's economy is robust, many businesses are opening and expanding, the unemployment rate is low, and the labor force participation rate is high. To assist businesses in creating and maintaining both quantity and quality in North Dakota's workforce, the following programs and incentives have been established:



•Operation Intern provides matching funds to support the expansion of internships and work experience opportunities with North Dakota employers in target industries and within the Federal Executive Branch for postsecondary students enrolled in a course of study at a North Dakota school.

•Workforce Training is the process of providing the best, most up-to-date training to employees, making them more competitive in the workforce and more valuable to an employer. In 1999, the North Dakota legislature created the Workforce Training Initiative on a statewide level and made it a top priority. They recognized that for North Dakota to remain viable and competitive, major changes were urgently needed for business, industry, and individual communities. The Workforce Training Initiative was created to solve the problems faced by businesses, which include hiring and maintaining a well-trained workforce.

•Workforce 20/20 provides funding assistance to businesses to offset training costs for current workers and new employees when the business is new to the state, expanding employment in the state, introducing new technologies or introducing new production methods designed to fill gaps left by federally funded training programs that generally target long term-unemployed, dislocated workers, and other disadvantaged groups.

Work Opportunity Tax Credit

Work Opportunity Tax Credit (WOTC)

WOTC is a federal income tax credit incentive available to private sector employers. It is designed to encourage employers to hire qualified job seekers who face barriers to gainful employment.

The WOTC tax credit is a one-time tax credit for each new hire. There is no limit to the number of new hires who can qualify an employer for a tax credit (i.e. application for a tax credit can be made on each new hire). There are numerous target groups in the WOTC Program. Target groups are defined groups that contain criteria under which a new hire may qualify. Only one target group is verified for each new hire. Job Service North Dakota is the State agency that manages the WOTC Program in North Dakota. Job Service verifies the new hire's eligibility for a target group.

An employer makes application to the WOTC Program by completing the employer and new hire's portions of Forms 8850 and 9061 and submits the completed forms to: State WOTC Coordinator, Job Service North Dakota, PO Box 5507, Bismarck, ND 58506-5507.

North Dakota New Jobs Training Program provides incentives to businesses that are creating new employment opportunities through business expansion and relocation to the state. The program provides primary sector businesses with no-cost funding to help offset the cost of training new employees. The North Dakota New Jobs Training Program provides for the capture of the state income tax withholding generated from the new job positions that are created.

Student Loan Forgiveness for Public Charity Employees
The College Cost Reduction and Access Act includes a provision allowing the secretary of Education to forgive the balance of federal student loans held by public service employees who (a) have not defaulted on their loans, (b) have made monthly payments on their loans for 120 consecutive months after October 1, 2007, and (c) were employed full-time in a public service job during the entire 120 months during which they made the payments. The law includes employment "at an organization that is described in section 501(c)(3) of the Internal Revenue Code of 1986 and exempt from taxation under section 501(a) of such Code" ( i.e., a public charity) in the definition of "public service job."
